KEY AREAS OF ACCOUNTABILITY
Monitoring and Evaluation
- Develop quarterly and annual Monitoring, Evaluation, Accountability and Learning Plans for the AY4SF project in Zimbabwe.
- Provide leadership in reviewing MEAL frameworks, plans and tools for the AY4SF project in Zimbabwe
- Support implementing partners to design effective Monitoring and Evaluation Plans and tools
- Provide Monitoring Evaluation, Accountability and Learning related support to MEAL officers under his/her supervision. This includes coordinating routine monitoring, supervision, mentorship, and training of relevant partners in MEAL methodologies and tools.
- Provide leadership in the initiation and conducting of the baseline, mid-term, and end term evaluations for each of the programme.
- Produce high quality analysis reports to illustrate the programme’s progress and impact.
- Ensure that program adheres to minimum operational standards as prescribed in the SC Quality Framework
- Conduct data quality assurance exercises.
- Ensure full compliance with all grants related reporting requirements and their timely submission.
Learning
- Facilitate the compilation and submission of high-quality assessment reports (baseline, mid-term and end-line studies) in a timely manner.
- Develop and manage relevant Management Information System and tools for the Programme
- Document and share program performance and learning (through monthly, quarterly, and annual reports, etc.) to inform on-going implementation and future programming.
- Make recommendations on changes in program design or general management based on findings from MEAL and analysis of trends.
- Represent the AY4SF project at relevant forums as requested by the Project Team Leader and SCI leadership at relevant levels.
- In coordination with program staff, ensure proper and regular documentation of lessons learned, case studies and best practices.
- Provide leadership and technical support in the design and implementation of AY4SF studies, assessments and learning in coordination with the Project Team Leader, Technical Advisor Lead and PDQ staff.
Accountability
- Ensure that all staff in the AY4SF Project fully understand and promote accountability to the general beneficiary population and children, through training and coaching.
- Contribute to the establishment of feedback mechanisms to mainstream accountability across the program interventions.
- Ensure establishment of appropriate feedback mechanisms that are contextual, effective, accessible, and safe to beneficiaries.
- Ensure that feedback and complaints from beneficiaries are properly recorded and acted upon (submitted to management for review and actioned to improve programming and enhance accountability).
Capacity Building
- Participate in the recruitment of MEAL Officers for the AY4SF ()
- Contribute to performance management of MEAL staff within the 4YSFY Project in cooperation and collaboration with the Project Team Leader, TAs for GESI, WASH, Climate and Health.
- Provide capacity building, technical support and training to program and MEAL staff to ensure MEAL is consistently and systematically integrated in the program (identification of training needs and conducting trainings to address the capacity gaps)
- Maintain coordination and effective relationships with his/her team, colleagues, external partners and supporters, relevant Government departments and other NGOs.
Internal Reporting
- Ensure accurate data collection and processing for all regular reporting including internal reports such as the GCF Quarterly, Bi Annually and Annual.
- Ensure all the programme data for all projects is captured and reported using SC Project Reporting, Information Management & Evidence (PRIME) System
- Support MEAL aspects of donor reporting, including review of baseline, mid-term, endline or any other donor/project specific studies.
- Respond to any internal or SC member request for specific information including production of geographic, thematic or programme-specific data.
- Ensure that regularly updated MEAL mechanisms are in place for each project including technical reports and MEAL tracking tools that identify necessary future actions.
- Ensure data quality and accuracy (including for external reporting as needed).
Child Safeguarding
- Ensure Child Safeguarding is incorporated in partnerships with stakeholders and key private sector partners as per the Minimum Operating Standards;
- Familiarise himself/herself with Save the Children’s Child Safeguarding Policy and shall strictly adhere to the Policy (and shall strictly comply with the Policy);
- Carry out the responsibilities of the role in a way that reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
- Report any Child Safeguarding concerns to the focal person or using other available reporting mechanisms (e.g. Datix).
QUALIFICATIONS
Masters Degree in Project Monitoring and Evaluation, Statistics, Environmental Sciences, Demography, Social Studies, Development Studies or Project Management or related field is required.
EXPERIENCE AND SKILLS
- Minimum of 4 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant experience in monitoring and evaluation with proficiency in SPSS, Stata, Open Data kit Based Data Collection software, Excel, database packages or other appropriate packages;
- Experience in the usage of computers and office software packages (MS Word, Excel, Power BI etc.) and advanced knowledge of spread sheet and database packages.
Required skills and competencies:
- Knowledge of Electronic Data Management and survey data management;
- Field monitoring and analytical work (quantitative and qualitative analysis) in the field of Climate Change Resilience, Food and Nutrition Security, Livelihoods and Disaster Risk Reduction;
- Extensive results-based monitoring and evaluation experience;
- Demonstrable knowledge and familiarity with GCF funding modality
- Experience and Knowledge of GIS;
- Experience of MEAL in rural development setup and the Agriculture and Environment Sectors in Zimbabwe;
Language
- Fluency in English and any local language such as Ndebele, Shona or other languages spoken in the areas of project operation is required.
